When the proverbial white smoke appeared above the state Capitol Building on Tuesday and it appeared that lawmakers and Gov. Haley Barbour had reached a compromise on Medicaid to complete the state’s budget process, it was evident that while Barbour and the Mississippi Hospital Association had buried the political hatchet — the handle was still sticking up.

The effort to get Mississippi to adopt a felony animal abuse law is getting some legs — not just four-legged ones. I have watched efforts in years past. Usually, it starts with some horrific incident of animal abuse. Then citizens and local law enforcement officers discover that there is just not a whole lot that can be done about it. They call their legislator, a bill is introduced and then it quietly dies.
